Anganwadi project delivery in Karnataka

Karnataka concentrates more corporate CSR decision-making than almost any other State, most of it in Bengaluru, while the centres that most need work sit in the Kalyana-Karnataka districts several hundred kilometres away. That gap between where a budget is approved and where it is spent is the practical problem a Karnataka package has to solve. This page sets out how ICDS is administered in the State, who approves work on a centre, and how we scope and quote.

How Anganwadi services are administered in Karnataka

Anganwadi services in Karnataka are delivered under the Integrated Child Development Services framework, grouped nationally under the Ministry of Women and Child Development’s Mission Saksham Anganwadi and Poshan 2.0 and implemented by the State. In Karnataka the subject sits with the Department of Women and Child Development, whose directorate publishes at dwcd.karnataka.gov.in. ICDS began in the State on 2 October 1975 with a pilot project at T. Narasipur in Mysore district and now covers every revenue taluk. Implementation runs through the Child Development Project Officer at taluk level, assisted by an Assistant CDPO and supervisors. The centre building is usually a government or panchayat asset, so written departmental permission is needed before any civil work starts.

Who buys Anganwadi work in Karnataka

Corporate CSR and ESG teams headquartered in Bengaluru, PSU CSR cells working to their own procurement rules, Zilla Panchayat and district ICDS offices, and funded NGOs, trusts and foundations that already hold a committed budget.

Taluks, not blocks

The project-level ICDS unit in Karnataka is the revenue taluk, and the CDPO sits at that level with an Assistant CDPO. A district-wide package is therefore built taluk by taluk, and the travel legs between taluks decide how centres cluster into one execution run.

The budget and the need sit in different places

The cheque is usually signed in Bengaluru. The centres with the weakest infrastructure are concentrated in the Kalyana-Karnataka districts | Kalaburagi, Raichur, Ballari, Bidar, Koppal, Yadgir and Vijayanagara | which hold special development status under Article 371J. A CSR team funding there should expect a real travel and staging line in the estimate.

Three different climates in one State

Coastal Dakshina Kannada and Udupi take salt-laden air and very heavy monsoon; the Malnad belt takes sustained humidity; the northern plateau is dry and dusty. The paint system, metal fittings and flooring we specify change accordingly, and a single State-wide specification would fail in at least one of the three.
