Anganwadi project delivery in Uttar Pradesh

Uttar Pradesh runs the largest Anganwadi network in the country, at roughly 86,000 centres across 75 districts. That scale changes how a project has to be built: a package that works in a compact State becomes unmanageable here unless it is clustered by block and sequenced properly. Anganwadi services in Uttar Pradesh are delivered under the Integrated Child Development Services framework, grouped nationally under the Ministry of Women and Child Development’s Mission Saksham Anganwadi and Poshan 2.0 and implemented by the State. In Uttar Pradesh the subject sits with the Department of Women and Child Development, with the State ICDS directorate publishing at icdsup.net. Implementation runs through the District Programme Officer at district level and the Child Development Project Officer at block level. The centre building is normally a government, panchayat or rented asset, so written departmental permission is required before any civil work starts | in a State this size that permission step, not the money, is usually what decides the timeline.

Who buys Anganwadi work in Uttar Pradesh

Corporate CSR and ESG teams funding centres near plants and industrial estates, PSU CSR cells working to their own procurement rules, district administrations and ICDS offices, and funded NGOs, trusts and foundations that already hold a committed budget.

Blocks, not talukas

The project-level ICDS unit in Uttar Pradesh is the development block (vikas khand), and the CDPO sits at that level. A district-wide package is therefore built block by block, and the travel legs between blocks decide whether centres can be clustered into a single execution run.

Scale is the planning problem

With around 86,000 centres in the State, a CSR partner is never choosing between all of them. The useful first cut is a district and a block list, then a centre count, then a survey. We would rather scope 40 centres in two blocks properly than spread the same budget across six districts.

Two very different operating climates

Centres in the western districts and the NCR belt take heavy dust loading; centres in the eastern and Terai districts sit with high humidity and a real monsoon exposure. Both change the paint system, the flooring and the metal fittings we specify.
