How Anganwadi services are administered in Maharashtra

Anganwadi services in Maharashtra are delivered under the Integrated Child Development Services framework, grouped nationally under Mission Saksham Anganwadi and Poshan 2.0 and implemented by the State through its Women and Child Development Department. Maharashtra runs the programme through two parallel chains: in rural areas the Zilla Parishad’s women and child development wing carries district implementation with Child Development Project Officers at block level, while urban projects sit with the municipal bodies. Where a corporate or social organisation adopts a centre under a State or district-level arrangement, the department defines which heads may be funded and what may be branded, and the vendor is appointed and paid by the funder rather than by the department.

Two approval chains, not one

A rural package and an urban package do not follow the same permission route in Maharashtra. Confirming which one a centre sits in, before the estimate is issued, is what keeps a project from stalling after the budget is approved.

Adoption-style packages

Where an adoption or MoU route applies, the funder holds the arrangement with the department and appoints the execution vendor. We work inside the permitted scope heads rather than proposing work the arrangement does not cover.

Tribal and ghat blocks

Blocks in districts such as Palghar, Nandurbar and Gadchiroli involve longer approach roads and longer material lead times. That is a scheduling and pricing fact, and we would rather state it before quoting than discover it during execution.
